Where does the buck stop? A citizen's rant against the poor standards of road work and the lack of reasonable speed in executing the same. Unacceptable.
Road Infrastructure is a post from: Trivandrum Buzz. Part of the Metrogeometry Network.

There was a huge outcry over the problems faced by commuters in the Nalanchira – Kesavadasapuram belt. Thanks to this the situation is much better now.

Against this backdrop I had a chance to experience the “road” conditions in two places recently on the outskirts of Trivandrum. Here is my take on those and a couple of others.

Kariyam
********
As you go towards Technopark, take a right from Sreekariyam. After around 100 – 200 meters you come to a “Y” in the road. Take a right and you will reach Kariyam. The “road” is non existent. What you have is similar to stones arranged on the ground. A little further and the “road” as in pieces of tar reappear. What you have is pieces of tar here and there. Your skill lies in managing to place one of your tires on them. As usual other than heaps of stones strategically places here and there to hoodwink people into believing that road work is on it’s way, there did not seem to be signs of any sense of urgency. This is a month before. I don’t think any change has happened.

Attingkuzhi, Aruvikara ->Vellanadu
***********************************
Back from attending a marriage in Vellanadu, I was amazed at the level of infrastructure in the country’s most literate state. Obviously “literate” is a much maligned word in Kerala these days. We should start linking it with the capability to get things done and implement things properly. Lots of hot air, “master plans”, conferences, seminars and such rubbish.

There is no question of driving on a “road” here. Your vehicle will anyway fall into a hole. The only choice is which hole do you want to pick. This is the route to Arruvikara, which is KWA’s reason for existence. Driving is pure torture. You clutch to such an extent that your knees will start paining. I pity the KSRTC bus drivers who frequent this route. There is some activity on this stretch, widening etc – but terming it as proceeding at a “snail’s pace” would be make a snail seem like a Formula 1 race car – pardon the extreme exaggeration and sarcasm.

Uloor – Aakulam route
*********************
Under construction since January 2010. And please be aware that this is just a stretch starting from Uloor to the old Varkey’s supermarket. Hardly 2 kms. Still hardly motorable.

Pattom, Kuravankonam – Kowdiar
******************************
A few months down the line, the state of this road is evidence of the total disregard for quality. The road has sunk in a lot of places, you have manholes at amazing heights, arrange in such a way that it’s like driving in and out of a maze trying to avoid them. You reach the Kowdiar signal and just before it you encounter this whole mess of unfinished road work, potholes, and equipment.

The consultants running KSTP had run a toll free number for reporting potholes in the road which was functioning very efficiently. Perhaps too efficiently for it’s own good. The PWD took over from the consultants and promptly closed it down.

The alacrity shown in executing the Nalanchira work is evidence to the fact that it is not because it cannot be done but because the authorities do not want to do it. I don’t know the reasons and those who want to enlighten me in this respect can, but frankly I do not need to know the reason. There are people appointed to plan, implement and ensure that things get done.

The authorities say that the climate is the reason why roads don’t last. Look at the road from Mananthala to Venjaramoodu. I first traveled along this road in 2003. For the past 7 years there has not been any major maintenance or serious potholes on this stretch. Road don’t last because proper procedures for road laying are not followed. Everything else is just an excuse for shirking responsibilities.

In the case of the road work in Nalanchira for instance, the authorities could have spent a couple of months strengthening and paving the side road from Paruthipara, Muttada, Perurkada, Kudapankunnu, Mananthala BEFORE starting the Nalanchira stretch. But of course for our “literate” authorities this kind of planning is rocket science. They might as well build rockets in ISRO or NASA.

A recent report in the Hindu reported that till December only 42% of the total plan outlay had been used. So the usual no money argument doesn’t cut ice. And just in-case you fall for that – just watch out in the month of March – you will find a sudden spurt of activity in roadworks just like some money purse has suddenly being opened. The quality of work will of course be atrocious with thin coats of tar poured over stones termed as “paving the road”. Yeah right!!

Now why am I saying this. Because I believe that this is a case of extreme negligence and a complete lack of regard to a job being done. It is like a challenge thrown out to citizens by the authorities – “we do it because we can do it. Do what you can. Let us see if you have what it takes to make us do our jobs.”

So on this note – I sign off. These are my observations as a citizen. Anyone having more information on the same either supporting or objecting to the observations above please feel free to comment.

What is the use of Ananthapuri/City fasts in Trivandrum city?

Those category are only for wiping off the pockets of passengers. The fare structure of such buses are starting from the minimum charge of Rs 5.00 then Rs 6.00, Rs 7.00, Rs 8.00 like that only having round figures.

But in city ordinary, these fares are 4.00, 4.50, 5.00, 5.50, 7.00, 8.50, like that. So a passenger always have to pay 50Ps, 1Rs or even 1.50Rs more for the same distance than a city ordinary.

There are almost 195 Ananthapuri Fast Buses in Trivandrum city. These buses have not much difference in stops also as comparing to City ordinaries. If a city ordinary have around 25-30 stops then the same route ananthapuri fast will also have almost 25 stops. More over city service buses are mainly for comfort of local passengers. Some years back the stops of APF was much less than City ordinaries.

One more differential attitude is that in Kochi, KSRTC introduced Thirukochi buses which run in ordinary fares and on contradiction the Ananthapuri fast having same body, same type of seatings and all, runs in Trivandrum with more charges.

So this attitude implies that KSRTC is considering people of Trivandrum as fools. Isn’t it?

“Certain people sometimes may make fun of the Blind/Disabled persons, but overcoming those fun and winning in life better than Non- Disabled persons is a big challenge” says Sabriya Tenberkan, the Founder Director of International Institute for Social Entrepreneurs(IISE) which is opened in Thiruvananthapuram,Kerala by Braille Without Borders(BWB) an International Organization based in Tibet Autonomous Region(TAR).

International Institute for Social Entrepreneur’s main aim is to bring up those who are Disabled partially and fully and to challenge their disability by showing to others where they face or are subjected to discrimination and often experience marginalization that they can do things better than Non- Disabled persons. Mainly the Disabled persons are subjected to discrimination always in one or other way and that too in Developed as well as Developing Countries. “Right to Disabled Persons” is only the law available for them.

In order to challenge Disability IISE conducts a one-year (January to December) intensive residential course mainly for Blind and Visually impaired Adults from all over the world. The BWB also initiates to transform participants into self-sufficient and highly capable individuals who will be able to make a positive impact on society in which ever part of the world they live in.

IISE with the help of BWB will help the Disabled persons to override their discrimination there by giving rights initiative and skills required to fight poverty and create opportunities for the marginalized and disadvantaged. For creating awareness from these type of discrimination a support from the media is also required, suggests Sabriya Tenberkan.

Being the Founder Director and Co-Founder,Sabriya Tenberkan and Paul Kronenberg has so many ideas and concept with regard to the upliftment of disabled persons around the world. The Motivation for starting IISE for Sabriya and Paul from Germany was with regard to her traveling to Tibet to investigate the situation of the Blind in that region. She came to know that in Tibet there is no type of rehabilitation or educational programmes for the Blind and also it came to know that Blindness is considered as a result of bad Karma among Tibetans. Thus in May 1998, Sabriya and Paul together found out BWB and later understanding about the necessity of these type of institute they were asked to open an institute for Social Entrepreneurs and thus it came to Kerala, which is other wise known as the God’s Own Country.

In Kerala, IISE is situated next to a beautiful fresh water lake, Vellayani and the campus is built upon ideas of Late British Architect Laurie Baker. So many Eco-friendly technologies have been implemented in the campus. It includes Rain Water Harvesting, Bio-Gas plant, Grey Water Treatment, Eco- san toilets, Solar and Wind energy. Most of the Buildings are built with Mud that originates from the property itself.

Sabriya and Paul is to be appreciated for their work in Tibet and the BWB has received many international awards and honors. One of the award is Mother Theresa award.Another one is with regard to Time Magazine Asian and European Hero. In December 2008, Sabriya Tenberken was chosen one among the 15 most influential overseas experts over the past 30 years in China. In 2003, Sabriya and Paul were knighted by the Dutch Queen. In June 2005 Sabriya, together with 999 other women worldwide was nominated for the Nobel Peace Prize. Another thing to see is that BWB is established not for profit organization and relies entirely on donations and grants for its survival.
